York Region mourns the passing of former Chief Administrative Officer Alan Wells
On behalf of York Regional Council and the residents of The Regional Municipality of York, I extend our deepest condolences on the passing of Alan Wells, York Region’s former Chief Administrative Officer.
Mr. Wells joined York Region in 1975 as Director of Programs and Budgets. He went on to serve as Commissioner of Social Services, Deputy CAO and then Chief Administrative Officer from 1995 until his retirement in 2002. For more than 27 years, Alan’s dedication and devotion to public service guided York Region through a time of tremendous growth, challenges and transformation.
As CAO, he led the organization through one of the most complex periods in municipal governance, marked by significant provincial downloading of services which included ambulance, social housing, child care, transit and provincial offences courts. He successfully led negotiations on long-term water supply, oversaw the Region’s first Transportation Master Plan and championed initiatives such as the Water for Tomorrow program, the Region’s Greening Strategy and protections for the Oak Ridges Moraine.
Known for his wisdom, integrity and ability to master complex issues, Mr. Wells’ steady leadership helped modernize York Region’s administration, strengthen a focus on human services and lay the foundation for the modern, progressive Regional government we are today. His contributions will continue to benefit our communities for generations to come.
We are deeply grateful for his service and lasting legacy. Our prayers are with his family, friends and all those who had the privilege of working alongside him.
Flags at the York Region Administrative Centre in the Town of Newmarket have been lowered to half-mast in tribute to Alan Wells.
