Community Housing Supply Grant Program
York Region's Community Housing Supply Grant Program provides capital funding to non-profit and cooperative housing organizations that are ready to build new community housing units.

Eligibility Requirements
Only projects located in York Region are eligible. Applicants and proposed projects must meet all eligibility requirements to be considered for funding:
- Must be a registered non-profit or cooperative organization that will own and operate the housing development as non-profit or cooperative rental housing for a minimum of 20 years
- Demonstrated experience in residential housing development and operation, or have a partnership with an experienced organization that will provide these services
- Preference will be given to applicants who can demonstrate a readiness to begin construction. If successful, projects must begin construction within 120 days of the first building permit being issued
- Applicants must have the financial and operational ability to carry the project
- Projects must have a minimum of 10 residential units overall
- A minimum of 10 units must rented at no more than 100% CMHC Average Market Rent for a minimum of 20 years:
- Affordable units may qualify for rent supplement funding from the Region to help increase affordability, to be determined on a project-by-project basis subject to availability
- Households for any units subsidized under a rent supplement agreement must be selected from York Region’s subsidized housing wait list
- Applicants must be the current registered owner of the land that the proposed project will be built on
- Projects must provide permanent or long-term rental housing with self-contained units, where tenants or members can live independently
Eligible projects include:
- New construction
- Conversion of non-residential buildings to community housing
- Addition or extension to an existing community housing building
- Community housing redevelopment resulting in increased supply of units

Background
In February 2023, York Region Council approved funding for a non-profit development pilot program to increase the supply of community housing. As part of the 2025 budget, $4.5 million in funding was approved to support the Community Housing Supply Grant Program, an amount that was further enhanced by $10 million in April 2025 following a review of the 2024 operating surplus. Increasing affordable housing choices, measured through an increase in the number of community housing units, is a key objective in the Region’s 2023 to 2027 Strategic Plan: From Vision to Results.
Nearly $10.2 million in funding was made available between 2023 and 2024 to eligible proponents in the form of a conditional capital grant.

835 Gorham Street, Town of Newmarket.
Project includes 14 stacked townhouses; four emergency and transitional housing and 10 new community affordable housing units.

Project is a proposed intensification at the site which will add 90 housing units where 28 will be community affordable housing units.
