Canada Post Labour Disruption Impact to York Region Services
The Regional Municipality of York is notifying residents that all incoming and outgoing mail may be affected due to a national service disruption at Canada Post. Please expect delays to incoming and outgoing mail.
Alternative ways to access impacted York Region services include:
Ontario Works
Cheques for October payments will be processed and held in local offices pending a resolution and may be picked up beginning Wednesday, October 1, 2025. Cheques will be available from 8:30 a.m. to 4:30 p.m., Monday to Friday.
Individuals receiving OW payments through direct deposit will receive payment into a bank account, as usual. Those that receive OW payments via Reloadable Payment Card (RPC) will receive payment as usual.

Customers may also connect with their caseworker to switch to receive payment by direct deposit or Reloadable Payment Card

York Region Transit
York Region Transit (YRT) customers seeking eligibility for Mobility On-Request Paratransit can can drop off applications at York Region Transit (Mobility On-Request) headquarters at 55 Orlando Avenue in the City of Richmond Hill and Access York in Newmarket at 17150 Yonge Street during regular business hours (8:30 a.m. to 4:30 p.m.).
Court Services
During the Canada Post disruption, please do not mail your payment; payments can be made online at paytickets.ca, by phone at 905-898-0425 or 1-877-331-3309 (Monday to Friday from 8:30 a.m. to 4:30 p.m.) or in person.

Automated Speed Enforcement (ASE) Penalty Orders
At this time, all York Region ASE cameras on Regional roads continue to be operational and issuing penalty orders for speeding. Signage remains in place.
York Region will continue to follow all regulatory requirements related to penalty order timelines. Regulatory timelines outline that penalty orders must be imposed within 23 days of the contravention taking place, and are deemed served 7 days following the date of mailing or couriering. The Region and all municipalities that run automated enforcement programs are required to comply with those regulations. Penalty orders that will not be able to be imposed and served within the timeframe will be discarded because they would not comply with the regulation.
If you received a penalty order that was mailed before the Canada Post service disruption but arrived after the 30-day period to request a review, please contact the Administrative Penalty Tribunal office directly. You may be eligible to request an extension due to the mail delay.
Payments can be made online at york.ca/paymypenalty, by phone at 1-888-448-0000 (Monday to Friday from 8:30 a.m. to 4 p.m.) or in person at York Region’s Administrative Penalty Tribunal, at 17150 Yonge Street, 2nd Floor, in the Town of Newmarket. Requests for dispute can be made online, through [email protected] or in person at York Region’s Administrative Penalty Tribunal.
Public Health
To inquire about mailings regarding immunization or dental programs, please contact Access York at 1-877-464-9675 (TTY: Dial 711), Monday to Friday from 8:30 a.m. to 4:30 p.m.
Housing Services
Applications for subsidized housing can be submitted at york.ca/ApplyForHousing
Paper application forms can be picked up and returned once completed, Monday to Friday between 8:30 a.m. and 4:30 p.m. at the following York Region office locations:
Newmarket: 17150 Yonge Street (main floor reception desk)
Keswick: 24262 Woodbine Avenue (main floor reception desk)
Richmond Hill: 50 High Tech Road (3rd floor reception desk)
