Housing Affordability Resource Program
York Region’s Housing Affordability Resource Program (HARP) is a guided support service for developing affordable housing.
HARP provides a single point of contact to help navigate funding, incentives and approvals. Through guided support, HARP is designed to strengthen project readiness, with the goal of helping developments move forward faster and resulting in more affordable housing options being delivered.

Information Sessions and Supports
HARP offers on-demand information sessions on housing development supports and key housing processes. Session topics planned for 2026 include:
- Housing and Homelessness Services Overview: A snapshot of York Region’s roles, responsibilities and services that support housing development and community needs
- Tools and Supports: Data, funding and practical tools available to advance housing developments across York Region
- Development Processes and Partnership Opportunities: A look at how projects move from concept to approval, including opportunities to collaborate
Future sessions will be offered based on participant feedback and emerging needs.

Community Housing Supply Grant
York Region's Community Housing Supply Grant Program provides capital funding to non-profit and co-operative housing organizations that are ready to build new community housing units.
This funding program is part of the Region’s commitment to exploring innovative solutions to provide more housing options for residents.

Affordable Housing Facilitation Program
The Affordable Housing Facilitation Program (AHFP) is York Region’s dedicated support service designed to help affordable housing providers navigate the development process and bring new housing projects to life. Recognizing that developing affordable housing can be complex—often involving multiple approvals, funding streams, partners, and technical requirements—the AHFP takes a collaborative approach to helping proponents move projects forward.
Through coordination across Regional departments and with external partners, the program provides guidance, connections, and problem-solving support at key stages of the development process. By helping to clarify requirements, facilitate communication, and address challenges as they arise, the AHFP aims to reduce barriers and support more timely and effective project delivery.

Pre-Development Support Program
The Pre-Development Support Program provides financial assistance to eligible non-profit and co-operative housing providers to support affordable housing projects in their early stages—an essential phase that is often the most difficult to fund.
Projects can face challenges securing resources for key pre-development activities such as feasibility studies, due diligence, planning work, and technical assessments. This program helps address those gaps by funding the foundational work needed to move projects from concept to construction readiness.
Funding is awarded through a competitive application process, with priority given to proposals that demonstrate strong potential to deliver new affordable housing in York Region. By supporting early-stage development, the program helps strengthen the pipeline of viable projects and contributes to the timely delivery of much-needed housing in the community.
